To use Dynamic Lighting in Windows 11, connect your compatible RGB peripheral (s) using the USB ports on your system. Then go to Settings > Personalization > Dynamic Lighting.

You can extract a photo frame or save a still image from a video using the Photos app on Windows 11/10 using the Save a photo option.
